Who does it today, how many hours a week, and what it keeps them from. Then who checks the work.

It's usually the same person twice. A name and a number, or it's an idea, not a job.

If nobody can name the human who opens a door, that door is the project.

No judgment anywhere means buy a script. Judgment at every step means it's two jobs, not one.

One number, measured on live data, before and after, with a date on it.

The test

It has to be a number somebody already reports to somebody else. One invented for the project is invented for the excuse.
